Napakiak Environmental and Construction (NEC), is actively seeking qualified applicants for a Project Controls Specialist position. This individual will help support our staff augmentation team supporting the Department of Energy (DOE) at Oak Ridge National Laboratory (ORNL).
Successful candidates will be employees of NEC. Though employed by NEC, the employee will take day-to-day direction from technical personnel employed directly by the research laboratory.
Qualified applicants must be a U.S. citizen, at least 18 years of age, and able to meet pre-employment requirements including any required physicals, drug screen, and/or background investigation to satisfy clearance requirements from the DOE.

This position will advise the Project Manager and/or Project Director for large line-item projects.

Essential Duties:
This position will advise the Project Manager and/or Project Director for large line-item projects.
- Work with the project controls lead and control account managers (CAMs) to develop and maintain:
- Project Work Breakdown Structure and dictionary;
- Summary and detailed, logic driven, resource loaded schedules;
- Summary and detailed cost estimates;
- Actual costs and accrual integration;
- Risk identification and risk analysis; and
- Change control.
- Provide day-to-day support to the project with schedule and cost maintenance and status, forecasting and conducting what-if analysis.
- Assist in generating monthly reports on project status and performance, to include analysis on schedule performance index (SPI)/cost performance index (CPI), variance explanation and critical path and near critical paths.
- Attend technical and management meetings to understand and report status accurately.
- Perform ad-hoc activities as directed by the project controls lead.
- Support the CAMs and project management staff in preparing for various project reviews, including internal and external project status reviews.
- Develop, present, and reinforce project management processes and systems training for all applicable project staff, specifically the project CAMs.
- BS/BA in project or construction management, business, engineering, and a minimum of 5 years of relevant experience. An equivalent combination of education, experience, and specialized training will be considered.
- Experience managing a schedule in a classified environment.
- Basic understanding of project controls best practices regarding scope, time, cost, change management
- Basic understanding of DOE Order 413.3b and EIA-748 compliant EVM.
- Hands-on experience with: Oracle Primavera, change control applications, and custom system and report development.
Desired Qualifications
- 5 years of experience successfully performing project controls like duties for project(s) within the DOE or DOD.
- Project Management Professional (PMP) certification, or equivalent project management certification.
- Experience with risk management, working with risk analysis and simulation software.
- Five years of project experience working within an EVMS environment compliant with EIA-748.
- Experience in training on project management principles or tools, specifically CAM training.
